ELECTRIC FEEL. Following the novel self-build construction culture of Brazil, where exuberant forms are built with simple materials and techniques, the project uses a construction system that is a hybrid of sophisticated control and design aesthetics, with simple materials and techniques, that will be realized by both expert contractor managers, as well as the labor from the military and local football youth club, as they are trained in this construction method in the new vocational school, which in the end activates and educates an underemployed youth and military. This community construction participation creates a new relationship between the population and their public program, so rather than an imposed top-down government project, or the totally unregulated bottom-up nature of the favela, this project proposes a mediated building system- mediating between top down expertise and funding with bottom up community labor participation made possible by a vocational training program.
